On Thursday, May 12th, 2016, upon the completion of the IPA 2011 technical assistance project called “Capacity Building of the Croatian Paying Agency in preparing for the new CAP and CFP reforms,” a ceremony was held in which KING ICT has participated as a part of the consortium for the realization of this demanding task.
The aim of the project was to complete the preparations of the Croatian public administration and institutions in order to ensure implementation of the Common Agricultural Policy (CAP) and the Common Fisheries Policy (CFP) reforms during the program period from 2015 to 2020.
Previously, KING ICT was a part of the consortium which worked for the Paying Agency on the framework of the IPA 2007 technical assistance project called “Capacity Building of the Croatian Paying Agency in preparing for the new CAP and CFP reforms” based on specific criteria established by the Integrated Administration and Control System (IACS) that enables all of the Member States to receive, process, and control direct payments to farmers.
The IPA 2011 technical assistance project was the continuation of the upgrade of the Integrated Administration and Control System, and it has proven the competence of KING ICT in this area. It also confirmed the strategic partnership of the aforementioned company with the Paying Agency in the elaboration of the system that will be used this year to transfer HRK 3.4 billion in agriculture incentives.
The payment of the incentives shall be carried out through an elaborate procedure in which every change in the incentive type and scope must be implemented through a computer system. According to the international experts in the Paying Agency for Agriculture, Fisheries, and Rural Development, Croatia is at the very top in the system quality that was elaborated by KING ICT.
Customization of the Paying Agency System in accordance with the European agricultural policy reform
In this completed project, KING ICT performed the customization of the information system which the Paying Agency was required to conduct, in accordance with the comprehensive reform of the EU Common Agricultural Policy for the period from 2014 to 2020.
Based on the complete revision of the system for the administration and control of direct payments and rural development payments, the upgrade of all the necessary modules has been performed.
All the necessary changes in the systems of ARKOD, AGRONET, and other administrative and control modules have been successfully implemented in order to enable farmers, employees in the regional offices, and inspectors to use more functionalities compared to the original version of the system.
Duration and value of the technical assistance project
The technical assistance project lasted for 24 months. The overall agreed project budget is EUR 1,419,860.00, 90% of which was paid by the IPA programme and 10% by the Republic of Croatia.
KING ICT was part of the Consortium for the project implementation, which was led by the CSI Piemonte institution.
