The Electronic Data Exchange Project in the State Institutions in Macedonia Carried Out

The Ministry of Information Society and Administration of the Republic of Macedonia, as a government institution responsible for the development and promotion of the Information Society and the creation of a national strategy for the development of electronic communication at the national and business level, has launched a project to modernise the interoperability system.

The project was launched with the aim of a more efficient electronic data interchange, and the result is a system that is the basis for rapid development of advanced services to people and businesses.

The interoperability system platform at the moment involves 19 institutions that exchange information through 27 web services. A highly sophisticated system platform offers the possibility to include an unlimited number of new institutions and web services, according to the needs.

The modernisation, expansion and adaptation of the interoperability system is initiated by the Macedonian government; the project holder is the Ministry of Information Society and Administration. The project was implemented by KING ICT Macedonia from 2015 to 2016. The project includes adaptive maintenance for 5 years after the implementation of the system.

About the interoperability system

The interoperability system modernisation is based on the best European practices and interoperability standards. Among the characteristics of the system the following particularly stand out:

high performance system - on average, one message is fully processed in 3-5 seconds
secure and confidential data exchange, according to the Macedonian national interoperability framework - user announcement in the system with personal digital certificates, encrypting/decrypting messages, SSL and VPN communication, Time Stamp verification
system availability 99.7%
automatic monitoring and reporting on changes in the system status

With this project we have realized the following: 

- definition and delivery of protocols and standards for data and documents exchange in electronic form
- design of the appropriate architecture to ensure high system availability
- development and implementation of a modernised central system (central communication server) and communication client for each institution
- adaptation of the five existing institutions to a modernised solution and expansion of the existing system by 14 new institutions
- adaptation of the existing seven web services to a modernised solution and the development and implementation of the 20 new web services
- delivery, installation and configuration of ICT equipment in the new institutions, and consolidation of the existing equipment
- installation and configuration of redundant communication links between each communication client and the central location
- implementation of high security system mechanisms for secure and confidential exchange of information between institutions

The hardware system platform is based on a redundant server environment, a storage device and the appropriate network devices, virtualised and set up in the Hyper-V FailoverCluster. The central system platform is based on Microsoft BizTalk 2013 and Microsoft SQL 2014 technology. The system is developed in .Net technology. Each communication client communicates with the central system via two redundant links.
